Training Within Industry Scheme Master

Content Author's Note:

Information about the Training Within Industry Scheme [TWI] within New Zealand is presented on this page for historical purposes and fact. Having retired many years ago, the author is no longer active in presentation of TWI programs. The reason for the page is because when government administration of the TWI Scheme, conducted by Industrial Training Service [ITS] of the former Department of Labour, ceased in 1987 no documents were filed with the National Archives. The author retains all of his documents which have been copied by a USA person to facilitate recovery of the TWI Scheme in the USA and other countries.

Training Within Industry [TWI] Scheme - A Management Tool

The world-successful Training Within Industry [TWI] scheme can contribute greatly to the skills shortages within any business, it is acknowledged as the only industry training system that actually works.

The Scheme is managed by our TWI Master, Victor Johnson. His qualifications and experiences enable him to seamlessly transfer the management of the scheme to any business, thus becoming a very powerful productive management tool.

The simplicity of TWI programmes and their implementation within a business as a management tool conceals the complexity of how it the TWI Scheme was developed.

Training within Industry Qualifications

The following is summary of the Training Within Industry [TWI] qualifications for Victor R Johnson of New Zealand.

The qualifications were confirmed in writing on 17 August 1983, by Mr E. J. Downing, Deputy Director of Industrial Training Service, Department of Labour, New Zealand.

The qualifications were gained whilst employed as a TWI Trainer of Trainers by New Zealand Forest Products, Whakatane Board Mills Division.

Accredited Qualifications by the Industrial Training Service

Productivity Improvement Reports

As a result of the above programmes success aimed at achieving the organisation's production objectives, the reports received by the Industrial Training Service of productivity improvement amounted to over one quarter of a million dollars. The considerable achievements were recognised by the issue of TWI certificates as follows:

Accreditation as Industrial Training Service Trainer-of -Trainers

During 1982, when Whakatane Board Mills management decided to expand its pool of TWI trainers and supervisory skills development, Victor was accredited to act on behalf of the Industrial Training Service as their agent in Training-of-TWI Trainers in the following categories:
  • Job Instruction 28 July 1982
  • Job Relations 24 June 1983
The Industrial Training Service noted that under his guidance the company continued to report quantified results achieved through achievement of training and production objectives.

He ceased employment with the Whakatane Board Mills Division in October 1983, to assume a management role within another unrelated organisation and continued with implementation of the TWI Scheme within many organisations thereafter.

TWI Manuals and Reference Materials

All of the original manuals and reference materials for the TWI programmes are still possessed, including the Industrial Training Service trainer guides that are issued to nominated TWI trainers when attended a 40-hour Institute as part of the qualification process.

Tertiary Qualification

The tertiary qualifications for Victor include the Massey University Post-Graduate Business Studies Diploma in Training and Development, 1988.

Application of TWI Scheme Programmes

The TWI scheme programmes have been presented over a number of years relative to organisation establishing competency-based training system, continuous improvement and suchlike.

Victor enabled complete and clear understanding of how the Job Instruction Program was an intergral part of the competency-based training structure thereby enabling its successful implementation on the job.

He also has the finite grasp of the TWI programmes being the foundation of the LEAN Manufacturing system, and also knows full well that the Toyota Production System is in fact the TWI Scheme.

Relationships with TWI Scheme Developers

Relationships are maintained with organisations outside New Zealand who are undertaking re-introduction of the TWI Scheme in their countries, such as the TWI Institute in the United States of America.

Summary

The three TWI programs are the core of the Toyota Production System, and also the keystone to a successful LEAN Management System producing results.
